In April 2025, the Uttar Pradesh Transport Department initiated a significant crackdown on unregistered vehicle sales, targeting both car dealers and Assistant Regional Transport Officers (ARTOs) across the state. This action was prompted by a comprehensive review of the VAHAN portal data from January to March 2025, which revealed widespread irregularities in the vehicle registration process.
The department issued show-cause notices to 51 vehicle dealers and 28 ARTOs for their involvement in these irregularities. Dealers were found to have delivered vehicles to customers without completing the mandatory registration process, uploaded incomplete or illegible documents to the VAHAN portal, and failed to adhere to departmental guidelines. These lapses not only violated legal requirements but also posed risks to road safety and consumer rights ARTOs, responsible for overseeing the registration process, were also found negligent. They failed to monitor the registration files adequately, leading to prolonged pendency of applications and approval of erroneous submissions. This administrative indifference contributed to the systemic issues plaguing the vehicle registration system in the state.
